The concept of ‘Ease of Doing Business’ is more to do with perceptions of a country in the mind of overseas investors rather than simply quantifiable indices. Therefore the Indian government’s declared goal of pulling India up from the bottom of the World Bank rankings, where the country has languished for decades, is a complex one.
